Binsar is a wildlife sanctuary in the Kumaon region of Uttarakhand state. It is located in the Almora district of Kumaon region, approximately 33 Km north of the district. Once upon a time, Binsar was the summer capital of Kumaon’s Chand Dynasty monarchs, who ruled from the 7th to 18th centuries AD.

Khali estate was the home of the commissioner(Sir Henry Ramsay) of the Kumaon division during the british era from 1856 to 1884. Ramsay had been to the zero point at this place and heaved a flag for which the hill is called Jhanda Dhar Hill.
